Storyline
An old revolutionary base area in northwest China’s Shaanxi Province has carried on and applied its revolutionary spirit into developing featured agriculture and upgrading its industrial structure, and managed to lift over 4.65 million people out of poverty while leading a high-quality development path during the past decade.
Shaanxi’s Yan’an, serving as headquarters of the Communist Party of China (CPC) from 1935 to 1948, fostered a spirit entailing sticking to the correct political orientation, emancipating minds and seeking truth from facts, wholeheartedly serving the people and working hard in a spirit of self-reliance.
Calling Yan’an a shrine for China’s revolution, Chinese President Xi Jinping has stressed applying this revolutionary spirit into the practical work eliminating poverty across the province.
Xi made the remarks during his three inspection tours to Shaanxi since the 18th CPC National Congress in 2012, during which time he discussed with the people living in the old revolutionary base areas how to get rid of poverty and become rich.
Following his instruction, local authorities adjusted poverty-alleviation measures to local conditions and ramped up developing featured agriculture.
Jinmi Village of Zhashui County that was deeply mired in poverty started to promote the black fungus growing and processing industry ever since, and realized poverty elimination in 2020.
When visiting the village in 2020, Xi said to villagers: “Your black fungi are very famous, and you have shaken off poverty with the black fungi. Small black fungi, but big industry.”
He also encouraged the villagers in that the elimination of poverty is not the end, but the starting point of a new better life and a new journey.
“Thanks to the good policies of the CPC, I can earn over 40,000 yuan (about 5,915.23 U.S. dollars) per year contracting greenhouses growing fungus, and I’m happy about it,” said Wang Jidong, a villager.
So far, Shaanxi has built up whole industry chains of apple planting and facility agriculture worthy of 100 billion yuan, and developed featured agriculture such as red dates and black fungus growing that enjoys great advantages in domestic markets.
“General Secretary Xi Jinping has always cared about the people in the old revolutionary base area. Our life has undergone tremendous changes during the past decade, and the Yan’an apple has become the fruit of richness and happiness amid the course of rural revitalization,” said Zhang Yanbin, an apple grower in Kongjiagou Village.
Over the past decade, the central and local governments have invested a total of 1.2 trillion yuan (about 0.18 trillion U.S. dollars) in the old revolutionary base areas of Shaanxi and implemented a string of targeted policies to alleviate poverty. As a result, all 56 poverty-stricken counties in the province and 4.65 million registered poor people were lifted out of poverty as scheduled, making unprecedented progress in terms of poverty reduction.
In addition, Shaanxi also ramped up industrial structure upgrades over the past decade. It followed President Xi’s instructions to continuously extend the chain of innovation and fine-tune the industrial chain so as to make greater contributions to accelerating the high-quality development of the local economy.
During the past decade, the province has accelerated the construction of a modern industrial system and continued to expand the scale of advantageous industries such as equipment manufacturing, especially the construction of 23 industrial chains such as heavy trucks and numerical control machine tools.
Meanwhile, as a province with abundant science and education resources, Shaanxi adheres to innovation-driven development and gathers efforts to build an innovation-driven platform called “Qinchuangyuan”, so that innovation achievements are closely connected with industrial development.
In Yulin City, the world’s leading and China’s first Zero-carbon intelligent energy center has been put into use, while Xi’an’s integrated circuit project and Baoji’s advanced composite structure material project have been listed into the national strategic development project of emerging industry clusters.
During the decade, the number of high-tech enterprises in Shaanxi increased by seven times, and the turnover of technological contracts in the province increased from more than 33 billion yuan (about 4.88 billion U.S. dollars) in 2012 to more than 234 billion yuan (about 34.6 billion U.S. dollars) in 2021.
As an important node on the Belt and Road, and the frontier of China’s westward opening up strategy, Shaanxi has also innovated policy and service support. As of now, the total number of China-Europe freight trains departing from Shaanxi has exceeded 13,000, and the number of regular international routes has reached 16. The Xi’an Railway Port has become the largest railway logistics distribution center in the entirety of Asia, and Xi’an Air Port has formed communication network linking the five continents. Meanwhile, the Shaanxi Pilot Free Trade Zone has developed a total of 680 innovation cases and 32 reform experiences that have been replicated and popularized across the country since establishment.
Over the past decade, Shaanxi’s economic aggregate has increased from 1.41 trillion yuan (about 0.21 trillion U.S. dollars) in 2012 to 2.98 trillion yuan (about 0.44 trillion U.S. dollars) in 2021.
In the meantime, the annual import and export value of Shaanxi has reached 475.775 billion yuan (about 70.36 billion U.S. dollars), 5.1 times higher than that of 2012. The actual utilization of foreign capital in the province is 3.5 times higher than that of ten years ago.
In terms of ecological efforts, about 3.04 million hectares of forests were newly planted in Shaanxi, and the forest coverage rate has reached over 45 percent during the past decade.
