Storyline
Hainan, China’s southernmost island province, has made leapfrog developing in the past ten years, riding high on its industrious construction of free trade port (FTP) and becoming a model demonstrating the country’s reform and opening-up in the new era.
The country first proposed to establish a free trade zone in Hainan in 2018 and began its construction in 2020.
Since the 18th National Congress of the Communist Party of China, Hainan has firmly pushed forward the green development by clearly defining a “red line” for ecological protection, taking the lead in the country in banning the use of plastics, vigorously boosting clean energy consumption, and carrying out holistic conservation and systematic restoration of its tropical rainforest.
Over the past decade, Hainan has maintained good air quality, and its forest coverage rate has remained stable at 62.1 percent and above, ranking top among all the provincial-level regions in ecological quality of environment.
The construction of Hainan FTP and 11 key industrial parks has been proceeding steadily in an effective and orderly manner. And the construction of the first batch of nine projects related to independent customs operations throughout Hainan island also began on Friday.
According to the general plan of the construction of the Hainan FTP, the island will set up eight ports for foreign countries and regions, and ten ports facing the mainland, to administrate the import and export of goods.
Hainan will finish all the necessary infrastructure projects for independent customs operations by 2023, and will realize independent customs operations throughout the island by the end of 2025.
In the past ten years, Hainan has witnessed robust growth in the number of market entities and the use of foreign capital. The number of market entities registered in Hainan has increased from 420,000 ten years ago to more than 1.98 million, ranking first in the country in terms of the growth rate for 28 consecutive months.
Hainan’s leapfrog development has been powered by four leading industries — tourism, modern services, high-tech and high-efficiency tropical agriculture.

Over the past ten years, Hainan has received 634 million tourists from home and abroad, with an average annual growth rate of 9.2 percent. The first high-speed train line circling an island in the world has been put into operation in Hainan, while new expressways with a total length of 508 kilometers have been built during the period.
