China’s National People’s Congress (NPC) and its Standing Committee will work to ensure the high-quality economic development with high-quality legislation as primacy in its work agenda, a spokesman said on Monday
Briefing media on how the NPC legislation will better promote China’s economic development at a press conference ahead of the NPC’s annual session, Lou Qinjian, spokesman for the second session of the 14th NPC, said the NPC and its Standing Committee will focus on four aspects in this regard.
“First, to step up legislation by prioritizing reform, including financial institutional reform for reinforcing the development of private businesses. Our efforts aim to consolidate the reform results and revitalize the intrinsic dynamics of the economy through legislation. Second, to intensify legislation by focusing on opening up, including the formulation of tariff law, the revision on the Frontier Health and Quarantine Law, and optimization of the foreign-related clauses in existing laws in continuous upgrading of the business environment,” Lou said.
“Third, to reinforce legislation by highlighting high-quality development. To codify ecological and environmental law for promoting ecological civilization and green, low carbon development. Fourth, to intensify legislation for ensuring and improving people’s livelihood, including the formulation of the law on academic degrees and law on pre-school education as well law revision on prevention and treatment of infectious diseases,” he noted.
“In general, China faces more favorable conditions than disadvantages in its development, retaining the prevailing trend of upbeat revival and long-term sound economic growth. We have strong faith and morale on that.
