“This year marks the sixth anniversary of the establishment of the Xiongan New Area. After mapping out a development plan in the early stage, we have been pushing forward the projects construction in the past two years, which has made rapid progress. Starting from scratch, the New Area now has road networks covering both the downtown and outskirt areas, and infrastructural facilities supplying water, electricity, gas and telecommunication services. In the New Area, we also planted 31,300 hectares of trees, restored river systems, built parks and increased green space. During this visit, President Xi has given more specific instructions to us. Therefore, our next job is to implement these instructions and make our contribution to fulfill the ‘plan of the millennium’ for this city with a bright future.”

Storyline
Chinese President Xi Jinping’s visit to the Xiongan New Area in north China’s Hebei Province has inspired local officials to build the “city with promising future” into a better place.
Xi, also general secretary of the Communist Party of China Central Committee, arrived at the construction sites of the New Area’s intercity rail station and international trade center Wednesday morning, where he examined scale models of the projects and inspected the construction progress at site.
The Xiongan Intercity Station, a major part of the New Area’s east-west axis, is designed to be a regional transportation hub connecting passengers traveling through the Beijing-Tianjin-Hebei intercity network.
Situated on a core position in the New Area, the international trade center occupies about 13 hectares of land, and has a total investment of around 12.5 billion yuan (about 1.8 billion U.S. dollars). The center, the New Area’s first multi-functional complex built with Xiongan style transit-oriented development (TOD), consists of nine buildings and is connected to Beijing by an intercity rail and airport rail link.
“This area is located in the core position in the startup zone of the New Area, consisting of the Xiongan-Xinzhou High-speed Railway Xiongan Intercity Station, the neighboring international trade center, terminal of the Xiongan to Beijing Daxing International Airport Express Line (R1), and the public transport of east-west axis. We are aiming to build this area with Xiongan-style TOD (Transit Oriented Development),” said Han Jianyou, Party secretary of Xiongshang Development Company, Xiongan Group.
The startup zone where the project is located, is a priority zone for urban development in the New Area, with a total planned area of 38 square kilometers, of which 26 square kilometers is being used for construction projects.
“We will focus on the construction of infrastructure, ecological and service facilities, which I would call ‘the groundwork’ for the startup zone’s construction. On top of that, we will also focus on ‘reception’, meaning we will provide good services for the entities and institutions that have moved to here from Beijing to relieve the capital of functions nonessential,” said An Qingjie, deputy director of the management committee of Xiongan New Area.
“My team was here to investigate the construction site at the end of 2021 when we were assigned with this project. What you are seeing now didn’t exist by then. From the project’s inauguration day in August 2022 to today, now look around, you can see banks, corporate headquarters, schools, hospitals, and a intercity railway station that is under construction to the south,” said Liu Yafei, executive commander at the headquarters of Xiongan international trade center project of China State Construction Engineering Corporation.
The New Area’s role in relieving Beijing of non-capital functions has already begun to take effect, with the framework of the urban ecosystem and road network taking shape and other development projects quickly advancing.
“In recent years, the Xiongan New Area has developed rapidly and made new progress with each passing day. We still have a long way to go, as large-scale development and construction activities are underway in the New Area, as part of the efforts to relieve the capital of functions nonessential to its role. We cannot afford to waste a second, but focus on the correct path to promoting the vigorous development of the New Area,” said Han.
Therefore, our next job is to implement these instructions and make our contribution to fulfill the ‘plan of the millennium’ for this city with a bright future,” said An.
