Community members in Beijing’s Qianmen area celebrated the completion of a public electric bike charging shed, a project spearheaded by Li Zheng, the grassroots-level official and secretary of the Caochang Community.
Li’s dedication to incorporating residents’ opinions into the shed’s design and regulations reflects China’s commitment to whole-process people’s democracy, a governance-related concept dedicated to giving full expression to the people’s principal position and better presenting the people’s will.
In early 2024, Li saw to it that an electric bike charging shed was established in a convenient location. It is not an easy job because parking space in the capital city’s narrow hutongs (alleys) is very limited.
Keen to solicit feedback from the residents, he went door-to-door, giving all the residents the chance to say what they think about the new facility. Based on the diverse opinions he had heard, Li managed to draw up a new set of regulations for using the shed.
“That’s why democracy is important. We should be open to diverse viewpoints,” he said.
Li’s efforts have meant a significant contribution to enhancing the community social capital. Crucial to a democratic system, social capital represents the level of trust among citizens and of their involvement in community affairs.
“In the democratic process, giving everyone the opportunity to express their viewpoints promotes the awareness of diverse perspectives. It’s a process,” said Pro. Wang Xixin with the Law School of Peking University.
Implementation of whole-process people’s democracy surely protects the rights and interests of residents living in the community.
“Sometimes, there needs to be a compromise if someone’s demand is rejected. Still, if the final decision serves to advance the common good, it makes sense,” Wang said.
The new regulations incorporate all the opinions collected from the residents. The set covers items related to orderly parking and bans on shared bicycles inside the shed, as well as gives priority to owners who need to charge their electric bikes.
Whole-process people’s democracy is a creation of the Communist Party of China (CPC) in leading the people to pursue, develop and realize democracy, embodying the Party’s innovation in advancing China’s democratic theories, systems and practices.
Prior to this year’s “two sessions,” a key event on China’s political calendar referring to the annual sessions of the National People’s Congress (NPC), the country’s national legislature, and the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), the country’s top political advisory body, the China Global Television Network (CGTN) released a documentary devoted to China’s whole-process people’s democracy.
Grassroots-level civil servants throughout the country, including Li Zheng, have made full efforts to implement whole-process people’s democracy.
