Storyline
Chinese President Xi Jinping on Wednesday urged for a high-quality, high-standard development of the Xiongan New Area — a state-level new development area in north China’s Hebei Province built to take non-capital functions of Beijing.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee, made the statement in inspecting the New Area and in presiding over a meeting on promoting its development.
During the inspection tour, Xi said Xiongan has entered a phase of advancing large-scale construction and at the same time taking on functions nonessential to Beijing’s role as China’s capital.
Earlier in the day, Xi took a high-speed train to Xiongan where he first inspected the Xiongan Railway Station, a key infrastructure project of the area with great symbolic importance.
The railway station is designed to serve as a transportation hub, Xi said, emphasizing the need to improve the connectivity of the station with various places.
In addition to the railway station, Xi also visited a residential community that is home to more than 5,000 relocated residents. There, Xi chatted with community workers and residents, expressing his satisfaction with the good living conditions of the residents.
He also highlighted the importance of ensuring that the residents resettled in the construction of the New Area will live well and have satisfactory jobs.
Promoting equal access to basic public services is crucial in building a people’s city with an environment suitable for living and working, Xi noted.
Xi said building the Xiongan New Area is a major strategic decision made by the Party’s central authorities and the resettled residents have made their contributions.
The development of the Xiongan New Area is a national project of millennial significance and should be pushed forward with concrete actions and sustained efforts, Xi said.
At the construction sites of an intercity railway station and an international trade center, Xi asked about the development of key infrastructure projects and major projects launched for the purpose of relieving Beijing of functions nonessential to its role as the capital.
Xi said more efforts should be made to develop a multifaceted and integrated transportation network and make a full use of underground space so as to build a “city of the future” free of urban maladies.
Later in the day, Xi visited the Xiongan Convention Center, where he was briefed about the progress of the overall design and development of the Xiongan New Area and efforts to restore and conserve the eco-environment of the Baiyangdian Lake in the New Area.
At the convention center, Xi presided over a meeting on advancing the high-quality construction of the Xiongan New Area to a high standard.
He stressed efforts to fully, faithfully and comprehensively carry out the CPC Central Committee’s strategic plans for building the Xiongan New Area and to make sure the area is built and developed in the right direction.
Xi called for solid implementation of tasks related to relieving Beijing of functions nonessential.
Xi underscored the comprehensive implementation of innovation-driven development strategy at the meeting.
He also called for an improved assessment and evaluation mechanism for local officials to encourage them to take on responsibilities, emphasizing efforts to address local people’s problems and their vital interests.
Since the country announced plans to establish Xiongan New Area on April 1, 2017, Xi has paid three visits to the New Area and personally involved in making decisions and plans to develop Xiongan.
He first visited the region in February 2017, more than one month before the announcement of the official establishment of the Xiongan New Area, and then in Jan. 2019.
Back to Feb. 23, 2017, Xi set foot on the region for the first time. He was deeply concerned about the local people’s current lives and how their lives would be changed if resettlement work started.
Xi asked local officials to report in details the population resettlement, the local geological and hydrological conditions.
Stressing the importance of planning, Xi repeatedly said, “Every inch of land should be clearly planned before construction.”
As the Xiongan New Area entered the critical construction stage from the top-level design to construction, Xi made a second inspection tour to the region on Jan. 15, 2019.
At the new area’s planning and exhibition center, he had a video call with workers at a site of construction of the intercity railway between Beijing and Xiongan.
He gave his affirmation for their arduous but relevant work.
“The development of transport should be given priority to construct a city and develop the economy. You are doing pioneering work in implementing the work of millennial significance,” he said.
He went to an afforestation zone in the New Area and looked out at the forest from the second-floor of a watching platform.
The president said that our goal is to build a new city where people can live a better life.
Now, “green” is another buzzword in Xiongan, as it aspires to become a green city with harmonious human-environment interaction.
Since late 2017, Xiongan has added some 469,000 mu (about 31,267 hectares) of trees, raising its forest coverage from 11 percent to 34 percent.
Over the past six years, China’s centrally-administered state-owned enterprises have set up more than 140 subsidiaries and branches in Xiongan, as an important step to relieve Beijing of functions nonessential.
They have focused on industries including information technology, modern life sciences and biotechnology, and new materials, among others.
In April 2017, China announced the establishment of the Xiongan New Area, spanning three counties in Hebei Province about 100 km southwest of Beijing. Xiongan will be the location taking many of Beijing’s non-capital functions and accommodating resettled population.
According to the 2018-2035 master plan for Xiongan, it will be built into a national model of high-quality development and a new engine for the modern economic system.
