Storyline
South China’s Guangxi Zhuang Autonomous Region has taken full advantage of its coastal location to achieve a remarkable decade of sustainable economic development since the 18th National Congress of the Communist Party of China (CPC) in 2012, investing in port construction, piloting innovative free trade zones, supporting fishers and farmers in improving production while extending environment protection measures along its beautiful coastline and in its lush, mountainous interior.
Guangxi’s Beibu Gulf serves as an important transit point in the New International Land-Sea Trade Corridor, a trade and logistics passage jointly built by western Chinese provincial regions and Singapore, and connects businesses in many of China’s inland provinces with their quickest route to the sea and the busy shipping lanes beyond.
Fang Jianli, Executive Deputy General Manager at Beibu Gulf-PSA International Container Terminal Co., Ltd. is in charge of coordinating all inbound and outbound traffic at the Qinzhou Port, ensuring safe passage for enormous ships traveling from nearby ports in Vietnam or South Korea and ports on the other side of the world such as Panama.
Fang says just a decade ago, he would never have imagined the bustling port where he now works could be possible.
“Ten years ago, a place like the one we are standing in was just a mud-flat, and the entire Qinzhou Port had only two berths for 100,000-ton containers,” said Fang.
On a visit to Guangxi in April 2017, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, underlined the importance of quality construction, management and operation at the port in strengthening the development of Guangxi and the construction of the Belt and Road Initiative (BRI).
In April 2021, on a second visit to Guangxi, Xi stressed that the province should strongly align with major national strategies such as the development of the Yangtze River Economic Belt and the construction of the Guangdong-Hong Kong-Macao Greater Bay Area. He said the port should be a fully integrated part of the BRI, and the New International Land-Sea Trade Corridor should operate at a high level.
Following Xi’s direction, Guangxi has put significant investment and innovation in to developing Beibu Gulf Port as a green, smart transport hub.
From the two berth port of a decade ago, Beibu Gulf Port now has eight dedicated berths for 100,000-ton containers.
In 2021, the port container throughput reached 6.01 million TEUs, more than seven times that of 10 years ago, the fastest volume growth among all major coastal ports in China.
The Pinglu canal project, connecting Beibu Gulf Port and the Xijiang River in south China’s Pearl River basin, was officially approved in March this year and will begin construction soon.
A key artery in the New International Land-Sea Trade Corridor, the canal will carry one hundred-million-tons of water.
From vigorously developing the maritime economy, jointly building the New International Land-Sea Trade Corridor, setting up the China (Guangxi) Pilot Free Trade Zone to implementing high-quality Regional Comprehensive Economic Partnership (RCEP), Guangxi is unleashing its potential and embracing the world with a more proactive outward focus.
As well as its relentless focus on economic development, Guangxi has also enacted a strong environmental program over the last decade, extending protection measures throughout the province’s beautiful mountains, forests, fields, lakes, grass with special focus on the Lijiang River Basin, and coastal mangrove forests.
Support to farmers in the province’s diverse agriculture and aquaculture sectors has paid off with a dramatic rise in rural incomes lifting 1.04 million households out of poverty.
The provinces fruit orchards, forests, livestock and fish farms have grown into dominant and distinctive industries of national importance, ensuring 97.04 percent of the population have risen above the poverty threshold.
Over the past decade, Guangxi’s GDP has grown from 1.13 trillion yuan (about 168 billion U.S. dollars) in 2012 to 2.47 trillion yuan (about 367 billion U.S. dollars) in 2021.
Its total trade volume with ASEAN countries has grown from 74.75 billion yuan (about 11 billion U.S. dollars) in 2012 to 282.12 billion yuan (about 42 billion U.S. dollars) in 2021.
Over the past 10 years, people’s lives in Guangxi have improved significantly. In 2021, the per capita disposable income of urban and rural residents in the region increased to 38,530 yuan (about 5,700 U.S. dollars) and 16,363 yuan (about 2,400 U.S. dollars), 1.9 times and 2.4 times of 2012 respectively.
“As we embark on a new journey of modernization, we will keep in mind Xi’s trust in us and insist on prospering and strengthening the value we derive from the sea. In addition, we will also strive to build a more prosperous, united, harmonious, open, inclusive, civilized, rule-based, livable and healthy Guangxi,” said Guo Zhongzhi, director of Guangxi Zhuang Autonomous Region CPC Party Committee Policy Research Office (Reform Office).
